When considering the bill (Reg. No. 4212a) at the meeting on July 23, the Committee members noted that at the time of adopting the Law "On measures to ensure the legislative reform of the pension system" dd. 08.07.2011 No. 3668 (further on – the Law on pension reform), as well as today the Committee stressed and continues to stress that introducing the complex of measures, suggested by the Law on Pension Reform, can not be justified until the whole range of socially neutral and economically necessary measures is exhausted. However, main foreign economic factors that the Government did not include in consideration when adopting the Law on Pension Reform are still neglected.
The Pension Fund is still subsidized. Budget deficit of the Pension Fund is UAH 18,1 billion.
In order to cancel some discriminating norms of the Law on Pension Reform, the bill stipulates:
renewing norms on pension age for women – 55 years.
The Cabinet of Ministers of Ukraine shall in three-month term since the day of this Law coming into force submit for consideration of the Verkhovna Rada of Ukraine proposals on ensuring implementation, after turning 55, of the right to pension for those women whom pensions were allocated with the increased pension age.
It should be noted that for recipients of the so-called "special" pensions (state officials, scientific and educational workers, deputies, and judges) requirements for insurance record necessary to receive special pension are: 30 years for women, 35 – for men. However, it is suggested to gradually increase requirements for insurance record: from 20 to 30 years for women, from 25 to 35 – for men.
The following mechanism is suggested:
25 years for men born until December 31, 1954;
27 years for men born until December 31, 1955;
29 years for men born until December 31, 1956;
31 year for men born until December 31, 1957;
33 years for men born until December 31, 1958;
35 year for men born since January 1, 1959;
20 years for women born until December 31, 1959;
22 years for women born until December 31, 1960;
24 years for women born until December 31, 1961;
26 years for women born until December 31, 1962;
28 years for women born until December 31, 1963;
30 years for women born since January 1, 1964.
renew a norm on establishing a salary for calculating pensions with consideration of the index of an average salary per calendar year prior to the year of applying for a pension. This norm would be also applied to scientific pensions.
renew a norm on a possibility of calculating pensions with consideration of a salary received until 01.07.2000, and after 01.01.2016 as well.
renew a norm on re-calculating pensions for employed pensioners in case of changing the minimum level of subsistence.
renew a norm on allocating pensions to military pensioners who have 20 employment years not calendar ones.
According to the bill, norms on the following issues remain the same:
limiting the amount of pension to UAH 10 thousand;
imposing a tax on the part of the pension exceeding UAH 10 thousand. This norm has come into force since 01.07.2014.
The percentage of tax:
15% – for a sum less than UAH 12 180;
17% – for a sum over UAH 12 180.
